Taliban New “Code of Conduct” Released; Real or Farce?

Afghanistan Violence Aug 4 (THAINDIAN NEWS) According the the ‘Associated Press’, a new 13 chapter Taliban code of conduct, which was written by Mullah Omar, is meant to urge fighters to stop killing innocent civilians, and makes it illegal for them to seize private property, such as weapons and money, from the people, in an effort to try and win the hearts and minds of those Afghans who are being wooed by international forces.

The document also states, however, that those who are working for the international forces or for the Afghan government are “supporters of the infidels” and that the fighters are allowed to kill them. The leader of the Taliban, Mullah Mohammad Omar took a similar non-merciful approach to insurgents which were said to have been intercepted by NATO forces in early June. According to NATO, Mullah Omar urged the fighters to kill anybody who worked for either of these two groups, including women.

The new code of conduct was distributed in southern Afghanistan just over a week ago, just before General David Petraeus, who is the top NATO commander in the country sent down guidelines which urged his soldiers to avoid any civilian casualties.

The 69 pages book was obtained by the ‘Associated Press’ from a Taliban fighter. “The Taliban must treat civilians according to Islamic norms and morality to win over the hearts and minds of the people,” the booklet states, adding, “All efforts must be made to avoid harming civilians in attacks.”

NATO claims that the booklet is a public relations scam, meant to win over the opinion of Afghan citizens, but does not depict how the fighters actually behave. “It seems to be a form of propaganda to try to show there is a central control over the insurrection,” Brigadier General Eric Tremblay told the press.
