dugard July 2, 2010 (Pen Men at Work): The state of California has endorsed a $20 million imbursement for a sufferer of kidnapping, Jaycee Dugard. This compensation for Jaycee has been endorsed by California as California was not able to effectively oversee the registered sex offender, who seized Jaycee and kept her locked up for 18 years.

The lawmakers of California have conclusively sanctioned the negotiated monetary agreement between the Californian state and Dugard. This monetary allotment was a component of a bigger bill that was titled only as ‘claims against the state; payment’.

There were three additional claims in the same bill. The entire amount was $21.1 million, the lion’s share of which was supplied to Dugard. Jaycee Dugard is now 30 years old and procreated two daughters while she was in confinement.

The bill will now travel to the desk of Governor Arnold Schwarzenegger for his ratification. However, on account of a hiccup generated by the state’s functioning in the absence of a budget into the new financial year, the Governor will have to officially request to leaf through the legislation.

Spokesperson Aaron McLear has articulated that the Governor will approve the bill. The financial agreement was formalized between Jaycee Dugard and the Department of Justice on June 24.

The Californian state’s Department of Corrections and Rehabilitation came under a concerted attack in the weeks and months subsequent to Jaycee Dugard’s rescue in August 2009. The Department was castigated for not appropriately overseeing the activities of Phillip Garrido, who was a registered sex offender on parole when he kidnapped Jaycee.

The Dugard case has brought under the glare of publicity the inefficiencies of the Californian parole mechanism, which reels under the crisis of an unreasonably enormous number of lawbreakers to parole officers.
