India, US discuss modalities for Headley access (Lead)

Washington, April 13 (IANS) A day after US President Barack Obama promised “full support” over access to David Coleman Headley, National Security Shiv Shankar Menon met his counterpart James Jones and discussed modalities for Indian investigators to question the detained Lashkar-e-Taiba plotter of the Mumbai attacks.
India wants to know from Headley details of the Lashkar-e-Taiba’s so-called “Karachi Project,” a terror mission to target select Indian cities, and to unravel the full conspiracy behind the Mumbai carnage, Indian officials have said.
Headley confessed to his role in plotting the 26/11 carnage in a plea bargain in a Chicago court last month to avoid death penalty. The 49-year-old Headley also admitted that he attended training camps in Pakistan operated by LeT on five separate occasions between 2002 and 2005.
But there are legal processes to be followed for enabling India’s access to Headley. In the plea bargain with the US government, Headley had agreed to be subjected to questioning by foreign investigators but only on certain conditions.
Indian Prime Minister Manmohan Singh had raised the issue with Obama in his meeting Sunday. Obama had said he was “fully supportive” of India’s request for access to Headley and American officials are working through their legal system to make it possible.
