The massacre happened Sunday in Tijuana, which borders the US.
The shooting occurred just two days after gunmen killed 14 youths Friday night in another border city, Ciudad Juarez.
According to the report, the massacre was related to Mexico’s formidable war against drug cartels.
Some 28,000 people have been killed in drug-related violence since President Felipe Calderon launched an anti-drug campaign in December 2006.
