Todays Parliament agenda:Satyam and Interim Rail Budget

- First session of year, tail end of 14th LS, NDA to raise issue,erosion of constitutional institution authority, Corporate fraud of India Inc, IT major Satyam, the global economic meltdown, impact on India’s economy, the plight of Tamil civilians in Sri Lanka, the controversy over Chief Election Commissioner’s recommendations for the removal of election commissioners are expected to be raised by the Opposition.
Parliament to have its last session of the current Lok Sabha starting today shall have fresh fusillade between the NDA and UPA ,and SP,left in shifting stance in pinch of tinged spices of eloquence in words with expected storm with getting political mileage for their outfit and communities ahead of the general elections.
This last session of parliament is spread over ten days meet and is essentially to get pass a vote on account on Railway and General Budgets. The session being the first one during the year with President’s address is constitutional requirement to open the session for the year.
Budget session of Parliament begins on Thursday with traditional Presidential Address on the opening day. The interim Railway budget for 2009-2010 will be presented on Friday and the interim general budget on Monday during the session which will have ten sittings. Both the Houses will discuss and adopt the Motion of Thanks to the President’s Address. Congress has to get Railway and fiscal budget pass therefore needs to have best of floor management along with other political outfits to air their views.
Briefing media, the Parliamentary Affairs Minister Mr. Vayalar Ravi said the government will not shy away from taking up any issue for discussion raised by the opposition. The Minister said, the government is keen to pass amendment to the Prevention of Money Laundering Bill which was cleared by the Cabinet at its meeting on Wednesday. The government also plans to get a 27 number of bills cleared, including long pending Employees State Insurance Bill. The government also hopes to pass the three bills replacing ordinances issued earlier including the one on Central Industrial Security Amendment Ordinance. In reply to a question, Mr. Ravi expressed concern over safety of Tamil civilians in Sri Lanka.
Congress and main opposition BJP has initiated their poll campaign on Sunday, by raising on issues like terrorism, unemployment and inflation, parliament session President’s rule in Jharkhand, imposed on 19th January, misuse of institution like Governor,CBI, EC would also be raised to come up for scrutiny in both Houses.
Ccontroversy over appointment of EC Navin Chawla raised by Chief Election Commissioner N Gopalaswami’s recommendation for the removal of his colleague Navin Chawla is likely to be exploited to the hilt by the BJP which has been accusing Chawla of functioning in a partisan manner could initiate fire on Congress fussilade at Congress and its allies.
Congress is likely to attack the saffron party for raking up the Ram Temple issue ahead of the polls.Leader of Opposition L K Advani is expected to press his demand for a judicial probe into the Mumbai terror strikes and Gujarat Chief Minister Narendra Modi has raised a controversy speaking of local support to the terrorists.
Interim Rail Budget will be presented on Friday and a similar interim General Budget on MondayMain opposition BJP is all set to utilise the last Parliament session before the Lok Sabha elections to highlight the “failures of the UPA government” on issues like terrorism, economic recession and alleged misuse of institutions like CBI to help its allies.
“UPA government’s failure to fight terrorism effectively, not providing enough relief to farmers and the agriculture sector, and failure to check inflation despite improvement in the global economic situation will be pointed out,” BJP President Rajnath Singh told PTI.The saffron party will raise these issues — which are also likely to form part of their election manifesto — in the Parliament session starting from Thursday.”The UPA government should have shown its diplomatic skills and built international pressure on Pakistan in the Mumbai terror attack case,” Singh said.
BJP will also demand a reply from the government on the progress in the November 26 attacks case.”On the economy front, one crore Indians may lose their jobs due to the crisis. Moreover, inflation is still high,” Singh said. He said farmers were still a harassed lot as fertilizer and monetary relief had not reached them.
“NDA has decided that since this Parliament session is short, other than the discussion on the President’s address, the general and the rail budget, we would raise the three most important issues: the Satyam scam case, the economic meltdown and Gopalaswami’s recommendation,” senior BJP leader leader Sushma Swaraj told reporters.
The decision was taken at a meeting of NDA floor leaders, chaired by Leader of Opposition L K Advani earlier in the day.
