Slain Jharkhand cop did not get salary for five months

Ranchi, Oct 8 (IANS) Induwar Francis, a police Inspector of the Jharkhand intelligence department who was beheaded Tuesday by Maoist rebels had not received his salary for the past five months, officials said Thursday.
Francis, who was transferred to the Special Branch from Bokaro district, was promoted to inspector rank in March this year. He had joined the police force as sub-inspector in 1989.
Francis joined the Special Branch in April this year and since then he had not received his salary. According to sources in the police department, Francis did not get a salary as the Special Branch could not obtain the last pay certificate (LPC) from Bokaro district.
The LPC was issued from Bokaro on Wednesday, the day Francis was buried.
Superintendent of Police (SP) of Bokaro, Saket Kumar, said the issue was brought to his notice Tuesday. The first thing Kumar did was to issue the LPC slip. “We will find out why the delay took place,” Kumar said.
A senior police official told IANS: “There was a delay in issuing the LPC. In the case of Induwar the delay was unusual. We cannot say that there was any wrong intention. The system seems to work this way in Jharkhand.”
Maoist rebels carried out the killing of Francis in a Taliban way by beheading him. His decapitated body was found near Raisa Ghati situated on the Ranchi-Jamshedpur national highway. He was abducted Sep 30.
According to local Hindi newspaper reports, Maoist guerrillas wanted to swap arrested leaders - Kobad Ghandy, Chhatradhar Mahto and Bhushan Yadav. Jharkhand police have, however, denied such reports.
