Rights panel seeks separate prison administrators’ cadre
April 15th, 2011 - 11:55 pm ICT by IANSNew Delhi, April 15 (IANS) National Human Rights Commission (NHRC) chief K.G. Balakrishnan Friday called for a separate cadre for prison administration in the country.
“By having a separate cadre for prison administration, many of the problems relating to jail management including overcrowding, delayed trial of prisoners, lack of facilities in jail premises etc could be resolved,” he said at a seminar on prison reforms here.
Noting that the prisons should function like corrective homes, Balakrishnan, a former chief justice of India, said that that parole provisions for prisoners should be used more liberally
The conditions prevailing in an average Indian prison depict a depressing picture, said Sunil Krishna, director general (Investigations), NHRC.
“It becomes all the more grim given the fact that most of the arrests are unnecessary and unjustified, which lead to overcrowding in jails,” he added.
