New Delhi, March 3 (IANS) Special teams have been constituted in each district of the capital to nab those on the run while on bail and a reward will be given to the police personnel who apprehend such absconders, Delhi Police told the Delhi High Court Wednesday.
Submitting to the division bench of Justices A.K. Sikri and Ajit Bharihoke the new set of guidelines to check such incidents, the police said: “Special teams have been constituted in each district headed by an inspector on trial basis for six months to nab the absconders. Each police station will prepare a detail of Proclaimed Offenders (PO).”

The police also said a reward will be given to the police personnel who apprehend the offenders. The award will range from Rs.10,000 for nabbing the accused involved in dacoity, robbery, murder or ransom to Rs.5,000 for apprehending those involved in theft, cheating and other crimes.

Earlier, the reward was Rs.500.

A total of 485 Proclaimed Offenders were arrested after October 22 last year. Of these, 138 were nvolved in offences where punishment is seven years or more, and 347 were involved in offences where punishment is less than seven years, the police said.

A total of 142 offenders were expunged during the same period, the status report of the police said. The police will also place on record the details of the offenders on Zonal Integrated Police Network (ZIPNET) website.

The court had earlier, while hearing a case of an accused jumping bail, said: Many accused are either not apprehended or they abscond during the pendency of the trial. Need of the hour is to have proper system in place to ensure there is follow-up action to locate such absconding accused and there is a periodic review of the same.”

According to an earlier status report by the police, there were 13,521 proclaimed offenders, of whom 4,777 were involved in offences where the punishment is seven years or more.
