Official accused of sexual harassment opposes transfer order
February 15th, 2012 - 8:08 pm ICT by IANSHyderabad, Feb 15 (IANS) The Andhra Pradesh High Court Wednesday adjourned till Feb 17 the hearing on an Indian Administrative Service (IAS) officer’s plea against a tribunal recommending his transfer for sexually harassing a woman colleague.
The court ordered that notices be issued to all concerned.
The division bench of Chief Justice Madan B. Lokur and Justice P.V. Sanjay Kumar was hearing the petition of IAS officer V.S. Bhaskar, who is the deputy director general of Unique Identification Authority of India (UIDAI).
The Central Administrative Tribunal in its order Feb 3 directed the central government and the UIDAI authorities to transfer Bhaskar from the present posting within 15 days.
He is accused of sexually harassing an official of Indian Revenue Service (IRS) posted as the UIDAI assistant director general.
Bhaskar alleged that the woman official approached the tribunal because she had developed a grudge against him, presumably on account of work distribution.
The petitioner, a 1985 batch IAS official of Assam-Meghalaya cadre, alleged that the CAT passed orders on the observations of an improperly constituted complaints committee of the UIDAI.
He argued that the committee prepared the report without following the prescribed procedures.
The committee, in its report, said that under the influence of alcohol the IAS official behaved inappropriately and resorted to making phone calls using abusive language and threats.
The high court ordered that the report of the committee be submitted during the next hearing.
