Notification on SEZ rules amendment this month

Kolkata, Sep 4 (IANS) The Special Economic Zone (SEZ) rules have been amended and the notification would be issued in September, a top government official said Thursday.”An empowered group of ministers has approved amendments in the guidelines of the SEZ rules, for which notification will be issued this month,” said G.K. Pillai, commerce secretary, at a press meet here of the Export Promotion Council for EOUs and SEZs.

According to the new guidelines, the minimum area for handicraft SEZs has been reduced from 100 hectares to 10 hectares. He said service tax paid for authorized activities in the SEZ would be refunded and the the suppliers to the developers of the SEZs coming from domestic tariff area would also be eligible for Duty Entitlement Pass Book (DEBP) or other drawbacks.

“We are hopeful that the SEZ Authority rules are being finalised this month, which will give Development Commissioners Office more financial autonomy and the rent they collect will be available with them to improve the SEZs. Under the SEZ Authority rules, CEO of SEZs will also be given more powers,” Pillai added.

Speaking about the SEZs in West Bengal, West Bengal Information Technology Minister Debesh Das said: “The government is thinking of keeping aside some land from SEZs for small and medium scale enterprises. This will happen for projects where the land belongs to the government as well as for the public-private-partnership projects.”
