MCD asked to submit action plan for cycle rickshaws
October 29th, 2009 - 12:06 am ICT by IANSNew Delhi, Oct 28 (IANS) The Delhi High Court Wednesday asked the Municipal Corporation of Delhi (MCD) commissioner to submit an action plan for the cycle rickshaws in the city, expressing concern over the social factors arising out of a ban on the rickshaws in the capital.
A special bench comprising of Chief Justice Ajit Prakash Shah and Justice S. Muralidhar and Justice Ravinder Bhatt said: “We are concerned with the social factors involved with the banning of cycle rickshaw in the capital. So, called you here.”
MCD Commissioner K.S. Mehra told the bench that six meetings had taken place for formulating the new policy for rickshaw pullers and that they would submit the minutes of the meetings in a week’s time.
“You (MCD) should consider the environmental angle too when you talk of banning rickshaws. In view of the increasing pollution level in the capital, rickshaws can prove to be a good option,” the bench observed.
The court posted the matter for Nov 20. It was hearing a petition by NGO Manushi that the court’s order and the MCD’s policy of banning rickshaws from the main arterial roads and Chandni Chowk area in Old Delhi was arbitrary and violated the fundamental rights of rickshaw pullers.
The petition also criticised the ceiling imposed on the number of licences granted to rickshaw pullers in the city.
