Parvesh Kumar, 22, was arrested Sep 20 from Ghazipur in east Delhi.

The arrest followed a police complaint by an east Delhi businessman Aug 30 that after an explosion near his house around the midnight of Aug 12-13, he started receiving threatening calls and letters.
