The arrest followed a police complaint by an east Delhi businessman Aug 30 that after an explosion near his house around the midnight of Aug 12-13, he started receiving threatening calls and letters.
He said a person claiming to be a member of a terror organisation demanded Rs.2 crore from him.
Deputy Commissioner of Police (Crime and Railways) Ashok Chand said Parvesh Kumar became jealous over his neighbour having got rich and sought to extort money from him.
Parvesh Kumar tried to cause major damage with the bomb, which he learnt to make from information on the Net, Chand said.
