Manmohan Singh New Delhi, Oct 4 (IANS) Afghanistan President Hamid Karzai Tuesday implicitly criticized Pakistan, saying his country understood the dangers of using terrorism as an instrument of state policy.

Addressing the media along with Indian Prime Minister Manmohan Singh, Karzai said Afghanistan “recognizes the danger this region is facing through terrorism and radicalism that (are) being used an instrument of state policy against civilians and innocents of our countries”.

The comment — a virtual echo of what India has stated repeatedly — was obviously directed at Pakistan, which shares borders with both Afghanistan and India.

In the same breath, Karzai, on a two-day visit, described India as “a steadfast friend” and praised New Delhi for significantly contributing to Afghanistan’s reconstruction.

He made a pointed reference to the scholarships India has promised for the Afghan youths.

“Mr Prime Minister, I am very grateful for your understanding of the difficulties of Afghanistan.”

He hoped for India’s active participation in the forthcoming Istanbul meet on Afghanistan and said New Delhi was as pained as Kabul was over the recent assassination of former Afghan president Burhanuddin Rabbani.
