Himachal building collapse: Owner, builder held (Lead)

Shimla, July 11 (IANS) The owner and builder of an under-construction building that collapsed in Himachal Pradesh’s Solan district were arrested Monday for negligence causing death of a labourer, police said. They were later granted bail.

A labourer was killed and 12 others injured when an under-construction three-storeyed commercial building collapsed Sunday night following heavy rains, police said. The labourers were sleeping in the building at the time of the accident.

Contractor Naveen Thomar and owner Dinesh Sahni were arrested and later released on bail, Superintendent of Police Hardev Bisht told IANS.

He said a search operation was carried out Monday morning to find out if anyone was still trapped under the debris.

Three of the injured have been admitted to the Post-graduate Institute of Medical Education and Research in Chandigarh, some 35 km from the spot.

Most of the injured, who have been admitted to the ESI Hospital in Parwanoo, were discharged after first-aid.

Bisht said prima facie, it seemed that the building collapsed due to the heavy downpour.
