High court refers security plea to larger bench
September 22nd, 2011 - 10:26 pm ICT by IANSNew Delhi, Sep 22 (IANS) The Delhi High Court Thursday referred a plea for adequate security arrangements against terrorism in the national capital to a larger bench.
Taking note of the petition, Justice Rajiv Sahai Endlaw said it was in public interest and advised that the matter be taken up by a superior bench.
The petition, filed by the Society of Indian Law Firms, seeks the union home ministry’s directions to the chief secretary of the Delhi government on adequate measures, including deployment of the Rapid Action Force and National Security Guard (NSG), for security in the city.
The petitioner sought direction to both the central and the state governments to “permanently” station a battalion of NSG spread over various locations here in a time-bound manner.
“Police and security agencies should be trained and equipped to deal with terror attacks,” said the petition, adding that a centralised intelligence system should be set up.
Referring to the Sep 7 blast outside the Delhi High Court, the petition said that the court should direct the governments to procure and provide adequate equipment, vehicles and machinery for quick mobility of crisis management agencies by road as well as air.
“A ‘crisis management plan’ should be formulated and implemented in a time-bound manner,” said the petition.
The petitioner stated that CCTV cameras should be installed at various locations, including all district courts, the high court and the Supreme Court.
