Hyderabad, Oct 23 (IANS) A bill to amend the Emigration Act, 1983, enacted to protect from exploitation the workers going to the Gulf countries, with new provisions to protect interests of emigrants to other places in the world would be tabled in the winter session of parliament, an official said Friday.
Protector General of Emigrants Ranbir Singh said the new provisions will improve the management of migration.

“The entire paradigm of management of migration will be elevated and upgraded because today we are looking only at Gulf but in times to come we have to look at the whole world where our workers are going to go,” Singh said at the inauguration of new office building of Protector of Emmigrants here.

Pointing out that the world is opening up, he said there would be many opportunities for Indian workers in future to go abroad and earn livelihood.

“They can go to Europe, America and other countries. We have to prepare workers going abroad so that they get better employment and better wages and also to protect them from any exploitation,” he said.

Claiming that the Ministry of Overseas Indian Affairs was taking several initiatives for improving the management of migration, he said e-governance project would be implemented by the end of next year.

“This will completely transform the management of migration because we will integrate all the stakeholders, including service providers like recruiting agencies, insurance companies, training providers on a common platform for better communication and greater transparency. The procedure will become more efficient.”

Ranbir Singh said India was sending one million workers every year, mostly for low-skilled jobs in Gulf and to some countries in South East Asia. “They are the workers who are generally poor, less educated and vulnerable to exploitation and other malpractices. They are the people we have to look after,” he said.
