Delhi traffic cops’ powers curbed
June 11th, 2011 - 12:07 am ICT by IANSNew Delhi, June 10 (IANS) Faced with increasing complaints of traffic head constables misusing their prosecution powers, the Delhi Police Friday issued orders restricting them from issuing tickets beyond Rs.100 for traffic violations.
Satyendra Garg, Joint Commissioner of Police (JCP), Traffic, said: “Head constables are not competent to issue any challan beyond Rs.100 per violation. They are not authorised to stop and prosecute any commercial vehicle for traffic violations.”
“If a head constable notices any violation by commercial vehicle, he can only fill up a violation slip and get notice issued through notice branch of traffic police,” Garg said.
He also said there were increasing complaints of misuse of prosecution powers by the head constables (traffic). To tackle this, a fresh order has been issued specifying the powers of head constable on motorcycles and at traffic intersection points.
According to the order, head constables are not empowered to prosecute violations like dangerous driving, use of mobile phone while driving, disobeying lawful directions of a police officer, over speeding and driving without insurance certificate.
The head constables can only challan red light jumping, riding without helmet, triple riding, improper or obstructive parking, violation of stop line, use of defective number plates, driving against the flow of traffic, use of tinted glass and driving without seat belts.
