CBI for action against officials for Bihar engineer’s suicide
October 9th, 2009 - 10:10 pm ICT by IANSNew Delhi, Oct 9 (IANS) The Central Bureau of Investigation (CBI) Friday recommended departmental action against officers of the Indian Administrative Services (IAS) and the Indian Police Service (IPS) for their inaction that led an engineer to commit suicide four months ago.
“Action has been proposed against Kshtranil Singh, a Bihar cadre IPS officer of 2005 batch, and Bishwanath, a promotee IAS officer of 1994 batch, for their inaction that led Yogendra Pandey, an executive engineer with road construction department, ro commit suicide in the month of June,” said a CBI spokesperson here.
The CBI, in its preliminary report to the Bihar chief secretary Tuesday, said: “Pandey voluntarily took this extreme step in a defeated and demoralised state of mind.”
“It was concluded that the then district Superintendent of Police Kshtranil Singh and the then district magistrate Bishwanath failed to provide necessary security to deceased, who was being harassed by Kishore Singh, contractor of a Sitamarhi based construction company. Pandey was also assaulted by criminal elements when he was on duty.”
The CBI said an analysis of forensic reports, post-mortem report, evidence collected at the scene of occurrence, the circumstances of the deceased and expert opinion revealed that Pandey took the extreme step after being assaulted by Kishore Singh and his associates, after Pandey had debarred Singh from work due to non-performance.
“The other reasons were: not getting police protection in spite of the incident and repeated efforts on his part with the district magistrate and superintendent of police, and also due to his ill health, as he was suffering from acute hypertension, diabetes and piles,” the agency said.
