Assault of minors: Himachal court pulls up police

Shimla, Sep 27 (IANS) Taking serious note of six cases of sexual assault of minor girls in the past five years, the Himachal Pradesh High Court Tuesday slammed the state police for its failure to handle the cases effectively.

A division bench comprising Chief Justice Kurian Joseph and Justice Sanjay Karol directed director general of police (DGP) D.S. Manhas to look into the matter and file a personal affidavit.

The bench order came on the petition of a nine-year-old girl from Dareen village near Jwalamukhi in Kangra district, who stated in her petition that she was sexually assaulted in March last year and police were still unable to nab the accused.

During the hearing when the judges came to know that five more such instances of sexual assault have happened in Jwalamukhi in the past five years and the cases have not been investigated since there was no complaint, they became furious.

“We fail to understand as to what prevented the police from investigating such cases since these are heinous in nature and shocking to conscience. Such offences required to be investigated in larger public interest,” the bench observed.

The court directed the DGP to supervise the investigation of all such incidents.

It also directed the DGP and the Kangra police chief to provide adequate protection to the petitioner and her family members.
