Arrest warrant against four for insult to flag
June 30th, 2011 - 3:33 pm ICT by IANSRaipur, June 30 (IANS) A court in Chhattisgarh has issued arrest warrants against four people, including a district collector and a superintendent of police, for allegedly insulting the national flag.
V.K. Chanakya, the chief judicial magistrate (CJM) of Dantewada, issued the warrants Wednesday on a complaint filed by Congress leader Chhabindra Karma.
According to Karma’s complaint, the national flag was hoisted upside down at an Independence Day function in 2009 at Dantewada, 380 km south of here.
Women and Child Development Minister Lata Usendi, who was the chief guest at the function, spotted the tricolour hoisted upside down while the national anthem was being played.
The arrest warrants were issued against the then collector of Dantewada, Reena Babasaheb Kangale; the then superintendent of police Amresh Mishra; inspector Pervez Qureshi and constable Bhimaram Poyam.
Kangale is presently posted as collector of Durg district while Mishra is on deputation to the central government.
When contacted, Kangale told IANS: “The CJM has issued warrant on a private complaint. No criminal prosecution can be initiated against the public servants in the case without permission of the state government. It’s an irregular order and bad in law.”
