All demoted women cops now promoted: Haryana to apex court
June 4th, 2010 - 8:39 pm ICT by IANSNew Delhi, June 4 (IANS) The Haryana government Friday told the Supreme Court that all the women police personnel who were demoted after being promoted as assistant sub-inspectors, sub-inspectors and inspectors in 2005 have been re-promoted.
Counsel for the Haryana government Manjit Singh Dalal told the vacation bench of Justice Deepak Verma and Justice K.S. Radhakrishnan that except in one case all other police personnel have picked up their next rank.
After recording the statement of the counsel, the court said if any of petitioners felt aggrieved then they could approach the apex court for relief.
In three cases — involving Shakuntala, Asha Rani and Bimla Devi, the court would hold hearing Tuesday.
Shakuntala has contended that she was promoted as an inspector in 2004 against a clear vacancy thus her seniority should be counted from that day and not be treated at par with others.
In 2004, Haryana Police chief M.S. Malik decided to increase the strength of female police personnel.
He made a chunk of positions available for female personnel to create vacancies for the posts of inspectors, sub-inspectors and assistant sub-inspectors.
Subsequently, Malik’s orders were found to be flawed as he had not sought the approval of the state government.
This resulted in the reversion of the female police personnel to their pre-promoted position.
The affected women moved the court saying a promotion once effected cannot be reversed.
Most of these promotions were restored because in the course of last five years there was an increase in the strength of female police force necessitating promotion of inspectors, sub-inspectors and assistant sub-inspectors.
