Advocate seeks copy of Ruchika’s case file under RTI
December 29th, 2009 - 10:52 pm ICT by IANS ( 1 comment )New Delhi, Dec 29 (IANS) A Delhi based advocate Tuesday filed an application under the Right to Information Act (RTI) with the Central Bureau of Investigation (CBI) seeking copy of the “entire file of the Ruchika Girhotra molestation case”.
Former Haryana police chief S.P.S. Rathore was sentenced by a CBI court Dec 21 to six months in jail for molesting teenager Ruchika 19 years ago on Aug 12, 1990. A fine of Rs.1,000 was also imposed on Rathore, who, however, was immediately granted bail by the court.
Ruchika, a 14-year-old budding tennis player, had committed suicide in December 1993, three years after the incident, following alleged harassment of her and her family at Rathore’s behest.
The RTI application was filed by Supreme Court advocate Ajay Agrawal who sought “copy of the entire case file of molestation and death of Ruchika Girhotra with all the notings and opinions of all the officers” and the recommendation of former CBI joint director R.M. Singh to the then director of CBI that Rathore be charged under abetment of suicide also.
R.M. Singh had headed the CBI probe in Ruchika Girhotra’s case.
Agrawal also asked why the agency did not charge Rathore with abetment of suicide despite Singh’s recommendation.
He also asked for a copy of the order and decision of the then CBI director R.K. Raghvan and opinion of the then director of prosecution S.K. Sharma and other prosecuting officers turning down Singh’s recommendation.

R.K. Raghvan is the same Baazigar who was held responsible for deriliction of duty by Justice J.S. Verma Commission but saved by the then Chief minister Jayalalitha who dropped all the charges. Now busy with clean chit to Narendra Modi in Jakia Jafri Case of Gujarat Pogrom of 2002 through the auspices of the Jain Bench of the Apex Court appointed SIT.
