The 23-year-old Ajax star is a long-time Liverpool target but the Dutch giants wanted at least 25 million pounds.
But Kop boss Dalglish and director of football Damien Comolli are said to be close to a breakthrough with an 18 million pound offer, the Sun reports.
The deal is thought to include Ryan Babel going the other way and returning to his old club.
