China prepares its high-level talent pool
November 4th, 2011 - 1:43 pm ICT by IANSBeijing, Nov 4 (IANS) The Chinese government has plans to mobilise senior skilled workers to launch training workshops for newcomers as part of an endeavour to relieve the country’s dire need for high-level talent, Xinhua reported.
According to a plan jointly issued Thursday by the Ministry of Human Resources and Social Security and the Ministry of Finance, highly skilled workers in the service and manufacturing industries will be given preferential treatment in the selection of workshop mentors, who will be responsible for holding training, research and exchange programs for their successors.
By 2020, the country will create about 1,000 workshops in multiple companies and government organisations where seasoned workers and technicians can pass on their skills, according to the “National Plan for Reviving High-level Talent.”
The workshop project, which aims to cover all major industries in the country, will play a significant role in training apprentices, researching key technical issues and passing on craftsmanship and skills.
The government, in addition, has set a goal to establish 1,200 “talent incubators” in major cities and train one million technicians in major and emerging industries by 2020 with the help of companies and vocational schools.
In August, the central government set a goal of attracting at least 500,000 overseas Chinese scholars from 2011 to 2015 to assist in the country’s development.
According to a 2011-2015 blueprint on overseas Chinese talent released by the Ministry of Human Resources and Social Security, scientists, team leaders and other talented individuals who can “achieve technological breakthroughs and boost the country’s high-tech and emerging industries” are the country’s main targets.
