States being forced to accept RTE: Tripura
January 9th, 2012 - 9:59 pm ICT by IANSAgartala, Jan 9 (IANS) Tripura Chief Minister Manik Sarkar Monday said the central government has enforced the provisions of Right To Education Act, including the condition of ‘no detention policy’ up to class 8 in schools, against the states’ wishes.
“The Left Front government in Tripura never supports the ‘no detention policy’ in the school level. It would extremely harm the future of the students,” Sarkar said while addressing a gathering of young students here.
“The UPA (United Progressive Alliance) government forcefully adopted the provisions of the Right to Education Act against the willingness of the states. Students belonging to poor, backward and middle class families would be deprived from getting higher education,” he said.
Deviating from their previous stand, Tripura’s Left Front government last month announced that it would apply the policy’ but noted its “great concern” over the measure’s effects.
Expressing apprehension of possible fall in the quality of education, the Tripura government had earlier said that the ‘no detention policy’ would not be implemented in the state.
State Education Minister Tapan Chakraborty said that the Tripura government had, on a number of occasions, communicated to the central government its misgivings about implementation of this policy, which had also been opposed by many state governments, including West Bengal.
According to the Right of Children to Free and Compulsory Education Act, 2009, which became operative with effect from April 2010, no students up to Class 8 in a school should be held back or expelled from school till the completion of elementary education.
