Perfect right to vote before right to recall: Khurshid

New Delhi, Oct 18 (IANS) Law Minister Salman Khurshid Tuesday said the right to vote needed to be perfected before bringing in a “right to recall”.
Talking to reporters here, Khurshid also said it may be better to try the “right to reject” before bringing the “right to recall”.
“A cynic will perhaps say that we should first perfect the right to vote before we bring the right to recall,” he said.
“The voting percentages are still low, many people are not able to vote because they have to walk for long distances to vote,” he said.
Khurshid also asked those backing the right to recall to elaborate how it will work.
“There have been discussions on the right to recall, but none of those who suggested have told what exactly the right to recall should be,” he said.
“They must tell under what circumstances will a representative be recalled, how he will be recalled,” he said.
He added that the “right to reject” was easier to apply than “right to recall”.
“It will be easier to apply ‘right to reject’ before having ‘right to recall’,” he said.
Anna Hazare and his team has been advocating the “right to recall” elected representatives. The anti-corruption crusader also said that electoral reforms are next on his agenda after the Lokpal bill.
