Features of tripartite agreement on Darjeeling

Sukna, July 18 (IANS) The main features of the tripartite agreement inked between the central, West Bengal governments and the Gorkha Janmukti Morcha:

- The autonomous Gorkhaland Territorial Administration to be formed through direct elections as per an agreement between the three parties by keeping on record the GJM’s demand for a separate state of Gorkhaland.

- The area of GTA shall comprise the areas of entire subdivisions of Darjeeling, Kalimpong with extended areas of Kurseong.

- In regard to the transfer of additional areas of Siliguri, Terai and Dooars to the new body, a high-power committee will be formed comprising four representatives of GJM, three representatives of state government (one from home department, the District Magistrate of Darjeeling, the District Magistrate of Jalpaiguri), the director of the census operation representing the government of India, apart from the chairman of the
committee to be appointed by the state government. The chairperson of the board of administrator of Darjeeling Gorkha Hill Council will be the convenor of the committee.

- The committee will look into the question of identification of additional areas of Siliguri, Terai and Dooars that may be transferred to the new body having regard to their compactness, contiguity, homogeneity, ground level situation and other relevant factors.

- The committee will be expected to give its recommendation within a short period, preferably within six months of its constitution.

- The central government to give a financial package of Rs.600 crore-Rs.200 crore per annum for three years - for projects to develop socio-economic infrastructure in the GTA in addition to the normal plan assistance to West Bengal.

- Elected House of the Territorial Administration to be called ‘Sabha’ which will have a five-year term with its proceedings to be conducted by a chairman and deputy chairman.

- Composition of the Sabha: Total elected members 45. Five more to be nominated by the Governor to give representation to Scheduled Castes, Scheduled Tribes and Minority Communities. The MPs, MLAs and chairpersons of municipalities shall be ex-officio GTA Sabha members.

- All state departments excluding finance and home will be under the purview of the GTA.

- Can recruit people in grade B, C and D G posts. Only recruitment in grade A posts through Public Service Commission.

- Three-tier panchayat to be constituted in the GTA region.

- The GJM agrees to ensure maintenance of peace and normalcy.

- A review by the state government of all the cases against persons involved in the GJM agitation. In the light of the review steps to be taken not to prosecute except those charged with murder. Release of persons in custody after withdrawal of the cases.

- Depending on suitability, youth in the GTA region to be considered for recruitment in the Police, Army and the Para-Military forces.
