Congress MP seeks separate civil services cadre for Goa
May 29th, 2009 - 7:25 pm ICT by IANSPanaji, May 29 (IANS) Terming Indian Administrative Service (IAS) officers posted to Goa as “inefficient, lazy and uncooperative”, a Congress MP Friday demanded a separate civil services cadre for the state.
Addressing a press conference at the state Congress unit office here, Rajya Sabha MP Shantaram Naik said he would pursue the demand made by the state Congress leadership for a separate cadre of officers - exclusively for Goa - with the central government.
“Most IAS officers who come here have one foot rooted in Delhi, where their home and family are located. They just do not care about Goa,” Naik, a former chief of the Congress’ state unit, said.
Goa is presently a part of AGMUT (Arunachal Pradesh, Goa, Mizoram and Union Territories) - a joint cadre where bureaucrats are shuffled between these states and union territories.
“It is very difficult to get rid of bad, uncooperative officers now because we have to keep pleading with the central home ministry which controls transfer of officers from this cadre,” Naik said, adding that if the state had its own cadre, any civil servant causing trouble could easily be suspended.
The MP further said that given the short tenures for which the officers were posted, it was also difficult for them to understand the topography of the state. “Most of these officers are not interested in working in Goa. They spend their time waiting for the next posting. Efficiency is also an issue with AGMUT cadre officers.”
