Hyderabad, Jan 26 (IANS) Andhra Pradesh Governor E.S.L. Narasimhan Thursday said the state government was committed to transparency and accountability in public services.

“As part of this effort, the government is planning to set up ‘mee seva’ centres across the state where people can obtain requisite certificates without any difficulty.

Extracts of revenue records, caste, income and residence certificates will be made available through a single window. A pilot project is already under implementation in Chittoor and Krishna districts, said Narsimhan.

The governor was addressing the gathering at the Republic Day parade after unfurling the national flag at Secunderabad Parade Grounds. He reviewed an impressive parade by military and police contingents.

Chief Minister N. Kiran Kumar Reddy, Deputy Chief Minister Damodar Rajanarasimha, Assembly Speaker N. Manohar, Council Chairman A. Chakrapani, several ministers, state Congress chief Botsa Satyanarayana, K. Chiranjeevi, and top civil, police and military officials were present.

Police had made massive security arrangements for the main Republic Day function with the deployment of over 1,000 security personnel.

The governor told the gathering that the government is committed to all-round development of the state. “Peace is requisite for development and well-being of society. There is no place for violence in a democratic society. Extremism and terrorism always act as stumbling blocks for growth and development,” he said.

He claimed that the state has dealt with both extremism and terrorism in a highly professional manner and earned appreciation from one and all.

Narasimhan said the central government has agreed to include six more districts in the integrated development plan. Adilabad and Khammam districts are already covered under the plan.

Listing out various welfare and development programmes, the governor was optimistic that the state will emerge as an industrial hub, given its natural resources and proactive policy framework.

He said the industrial investment policy 2010-15 envisages creation of five lakh jobs per year with an overall investment of Rs.15,000 crore annually for achieving 17 percent growth in the manufacturing sector.

Claiming that industrial development in the state has picked up momentum in the recent past, Narasimhan said during the Partnership Summit earlier this month, the government issued sanction letters and signed MoUs valued at Rs.6.48 lakh crore, involving 243 investment proposals with employment potential of 6.78 lakh jobs.

As many as 75 Special Economic Zones (SEZs) have been notified in the state with proposed investment of nearly Rs.1 lakh crore and a potential to employ a large labour force. The government has also notified a 603 sq km coastal corridor for implementation of Petroleum, Chemical and Petrochemical Investment Region (PCPIR). The PCPIR will comprise notified SEZs and existing petroleum and petrochemical units.

He said the planned growth of urban areas would be ensured in the next five years under the municipal development project with a World Bank assistance of Rs.1,670 crore and another Rs.1,919 crore of 13th finance commission grants.

On the development of infrastructure in Hyderabad, he said the work on the Rs.6,780 crore Outer Ring Road is being expedited while the government is ensuring a timely roll out of the second phase of the multi model transport system in coordination with railways to provide rapid transport facilities to unconnected areas of the city.

He said the prestigious Hyderabad Metro Rail on three high density corridors is expected to ease traffic congestion in the city. The project will cost an investment of Rs.14,000 crore in three corridors covering a length of 71 km.

Stating that the agriculture and irrigation would continue to be focus of the government, the governor assured that the seven-hour free electricity supply to farmers would be maintained.
