Nepal Constituent Assembly regulations finalised

- Kathmandu, Nov 10 (ANI): The Nepal Constituent Assembly regulations have been finalised after the much-disputed issue of whip was settled earlier by the four major parties who agreed to let the rules remain silent on that issue.
According to Nepalnews, the regulations were finalised on Sunday evening by the committee headed by Narayan Man Bijukchhe in presence of Constituent Assembly chairman Subas Nemwang.
The Constituent Assembly regulations stated that the process and provision on impeachment against the President and the Vice President would be as per the constitution.
The regulations also have provisions on forming various subject wise committees, methods of passing bills on constitution and ways of their authentication.
The regulations will now be passed by the Constituent Assembly, paving the way for starting the process of writing the new Constitution.
In the absence of the regulation, the process of writing the new Constitution could not start even eight months after the Constituent Assembly election.
The major sticking point was the system of whip. However, the issue was settled and the Maoists, the Unified Marxist Leninist (UML), the Madhesi Janadhikar Forum (MJF) and the Nepali Congress (NC) had agreed not to have any reference to system of party whip in the Constituent Assembly (CA) rules.
