High-level committees to look at ex-servicemen’s ‘One Rank, One Pension’ demand

New Delhi, May 4 (ANI): Heeding the long held demand of retired defence personnel, the Government has constituted two high-level committees to look into the various issues concerning ‘One Rank, One Pension’ of ex-servicemen.

In the absence of ‘One Rank-One Pension’, anomalies in the pension of two persons of same rank arise and also there are instances of hundreds of war veterans drawing lower amount of pension as compared to personnel who retired in the recent past.

The Government has constituted a high level committee headed by the Cabinet Secretary to reduce the gap in the pensionary benefits to soldiers and officers and bring it as close to ‘One Rank, One Pension’.

“The other members of the committee are Defence Secretary, Home Secretary, Secretary (Personnel), Secretary (Expenditure), and Secretary (Ex-Servicemen Welfare),” said a senior Defence ministry source.

Financially the decision will additionally cost the government around 500-600 crore per annum and would be much less than the estimated financial liability for grant of OROP, the source said.

The other committee set up by the Ministry of Defence will be headed by Secretary (Defence Finance), Indu Liberhan, to sort out anomalies in the implementation of orders relating to armed forces pensioners.

The Sixth Pay Commission report had recommended 50 per cent weightage for armed forces PBORs during retirement, whereas earlier they would receive 70 per cent weightage until rehabilitated in other paramilitary forces. (ANI)

    By not including officers in OROP the Govt has erred on usual lines ie attempt to create a chasm between officers and PBOR which is lamentable as it strikes at the root of def preparedness. Reprhensible step should be retraced.For OROP to be acceptable the old n the new retirees must be paid by the same formula of rank,number of years of qualifying sevice for pension and in the rank held on retirement. Only then we call it OROP!

    I got retired a Su Major Y Group from Corps of Engineers. I have put in nearly 18 years as JCO but those who put much less than me are given honorary ranks with monetary benefits. It is the Records who post a soldier. Then why there is anomoly in awarding honorary ranks. There is huge gap between the pension of a honorary Lt/Capt and Sub Major. Can it be set right.

    Difference in pensions of Sub-Maj n hony lt/capt is indeed disproprtionate in favour of hony rank.This ofcourse is not OROP but neverthless needs attention perhaps through anomaly committe.

    The irony is that a Sub getting Hony Lt/Capt by virtue of seniority is junior to a Sub Major but enjoys the benefit of an officer. In case of War heroes it is OK but serving side by as per the posting of the Records needs a serious look.

    Posting, promotion and retirement is all in the hands of the Records. Then why there is anomoly.

    When I got retired I was just 46 years of age. I could not secure a job becasue of my qualification(BCom, LLB, DBA). Who will pay for 14 years under utilised age?

    My father who retired as HAV CLK GD From AOC in 1965 december n joined as UDC DEFENCE AUDITER was GIVEN 18+13=31 YEARS SERVICE PENSION BY CAT JABALPUR MP WAS getting only 414 rupees basic pension where as his counter part HAV who retired along with him was getting 565 after one time increase in 1992. This because he was not given 18 increments of pay during civil service of 13 years but his drawn pension was recovered of that period. This annomally is not looked after by anyone officers. They only bother for themselves. i m having bitter experience during last 5 PC when my points were not included in report submitted by AIR FORCE ASSOCIATION officers as i beeing elected governing council member of the same but as airmen, they were top ranking but nominated. when PBOR got DR these officer also wanting. This respect & honour have been lost by their deeds what soldier used to get in 1966 is not to top generals at present. they have reduced our rations, pay etc but got their increased. our increments are reduced than even civilians but their increased during last PC N BEFORE THAT OUR PENSION STOPPED SINCE 1986 ON GCB PAY. Before that in 1973 PC we were paid lower than defence civilians than previously we were paid more than them. my experience is this they become soldier to get but otherwise they are officers even above GOD to whome we pray in the form of statue n we get every thing but they use us n throw in stead of giving where as we give respect during n after service Nothing can be done since big fish will eat small one n law of live n let live can not be when it comes to big bosses specially against them, they use their authority n will not forward soldiers grievances

    One Rank one Pension means , if any one retired during 1948 or later the pension should be the latest rate as per the rank and length of service and pay group under which his ctagory comes

    Dear Sir, Dont make a difference between the pensioners of pre 2006 and before 2006. Because of we all the pensioners depend upon the one society and market. Please…..looke the matter on the point of humankind. Thanks

    Sir, Once again I would like to bring it to the kind notice of our decision makers and executors that whenever such opportunity of fiscal matters comes, they should take 70% interest of their own for the PBOR without which they are unable to pick up even a glass of water, open the doors of a car and even forget what to do and always require a person to remind them for initiating any action. They have authority, they can issue order to do something but they, not all, dont know whether their order is a justified one to achieve optimum result with minimum efforts. It is the PBOR who gain practical experience and better executive method on the ground , than an offr. So, I dare to request our concerned offrs to think for PBOR before they start doing for them.

    Sir, The Army, it is not exaggerated if I say the complete defence, is capable enough to stand like Himalayan rock against any situation - internal or external, natural calamity or disturbance created by anti-social elements or by politicians, just because there are still some loyal, honest and patriot jawans and offrs available in defence forces. Can anybody say ‘but’ why few of our political leaders are still want to swallow the whole….The man who gave us independence were and are not leaders, they were and are soldiers. They accepted and accept all miseries in exchange of independence of us and our motherland. So it is still our defence forces who can save and allow us all to enjoy that boon. Otherwise there is Gutala….ghutalla…. ghuttaalla everywhere created by our most dependable leaders which we daily see in news. Today on the special occasion of our ensuing Independence day, I gather the power and authority, being a responsible citizen to remind each and every Indians to revive the warm feelings of being an Indian and request to do at least one good thing and then count how many good things are done in whole..

    One Rank one Pension means , if any one retired during 1963 or 2010 later the pension should be the same rate as per the rank and length of service and pay group under which they are falling.there should not be any difference in military service pay or deduction of commutations amount taking in to a/c for the equalisation.

    Will anybody will make clear, what happened with three member committee’s recommendation which were for JCOs and Other Ranks.
    This was accepted by the Prime Minister. If not being implemented them I request Gen KADYAN to put the reques to do FAST on 14 Nov 2010 both serving and ex.man on the eve of Sh Jawahar Lal Nehru B’day.
