June 6, 2010 (Pen Men at Work): The California Assembly has cast its vote to ban plastic bags. This is a decision that, if ratified by the state Senate, will make it unconstitutional for superstores and other smaller stores in California to hand out plastic bags free of charge.
The bill for the banning of plastic bags was inscribed by Assemblywoman, Julia Brownley. She is from the Democratic Party from Santa Monica. Other than proscribing plastic bags, the law would also set up a 5 cent tax on paper bags doled out by the stores. The tax is designed to push customers to carry their own reusable bags from their residences.
The bill, AB 1998, would put into operation the initial statewide prohibition on plastic bags in America. This bill has been anchored in similar legislations in San Francisco and Washington, D.C.
The bill would necessitate shoppers, who don’t carry their own bags to the store, to procure paper bags comprised of at least 40 percent cast-off material or acquire reusable totes. The bill now moves ahead to the Senate. The immensely popular Governor of California, Arnold Schwarzenegger, has already proclaimed that he endorses the bill. Analysts have stated that this gubernatorial proclamation of support for the bill could assist its ratification by the Senate.
Some 19 billion bags a year are utilized by California’s 38 million residents. Assemblywoman Julia Brownley has declared that the state uses up $25 million per annum to bring together and inter a portion of them.
Ms. Brownley asserted in a proclamation that, by ratifying AB 1998, the Californian legislators are indicating to America their dedication to dissociate themselves from an expensive plastic and paper bag habit. This behavior is menacing aquatic life and besmirching the innate gorgeousness of this state. She also mentioned fervently that single-use bags are chief suppliers to aquatic garbage, which has wounded or liquidated 267 priceless species globally. She has referred to the plastic bags as urban tumbleweed.
Environmental organizations have enthusiastically accepted the proposal of a plastic bag ban. Supporters of this law have declared that California is geared up to assume the national and international leadership on yet another significant conservation issue.
