SPA ratifies 21-point deal, next stop CA

Kathmandu, June 25 (ANI): Top leaders of the Nepals ruling Seven-Party Alliance (SPA) on Wednesday signed an agreement paper that includes amending the interim constitution among other crucial issues.
A SPA meeting held at the Ministry of Peace and Reconstruction at Singha Durbar ratified the 21-point draft agreement prepared by the SPA taskforce, which is the outcome of days of marathon parleys.
The SPA leaders added one more point in the draft prepared by the taskforce after discussion, which allows the non Constituent Assembly (CA)-member ministers to take part in various parliamentary committees.
The 21-point agreement draft is set to be passed by the cabinet and the amendment proposal would be registered at the CA meeting today.
Similarly, the SPA also reached an understanding on the allocation of the 26-CA members to be nominated by the cabinet.
As per the agreement, the Communist Party of Nepal-Maoist (CPN-M) can nominate nine CA members, Nepali Congress and CPN-UML five each, Madhesi Peoples rights Forum two, while Tariai Madhes Democratic Party, Nepal Workers and Peasants Party, CPN-ML, Peoples Front Nepal and Nepal Sadbhawana Party are eligible to nominate one CA member each.
The names would be tabled at todays cabinet meeting.
The major seven parties today agreed to table the proposal seeking an amendment to the interim constitution at the CA meeting.
As per the agreement, there will be a constitutional provision to appoint the president and vice-president through a simple majority and an impeachment motion to remove them by a two-thirds majority.
Likewise, the parties also reached an agreement to table a motion seeking an amendment to the provision of a two-thirds majority to form and oust the government with a simple majority.
The parties have also strike a seven-point deal to take the peace process to a logical end.
The agreement also mentions to remove the constitutional provision which directs to move ahead through consensus among the seven parties, while the amendment proposal also seeks a provision to allow the ministers at the CA meeting if they are not the CA members. (ANI)
