Edgar Hoover held the post of the director of the organization till his death, and was singlehandedly responsible for the introduction of all the resources that the organization is known to use till date.

He was also known as the man who gave birth to several control techniques that are used by the Bureau, which include the harassment of terrorists and creating dossiers on national leaders.
