New Delhi, April 29 (IANS) A day after the Supreme Court ruled that no third floor would be allowed in commercial areas in the city, Minister of State for Urban Development Ajay Maken Tuesday promised more sops to circumvent the sealing of illegal constructions. Maken said that several amendments were being proposed in the Master Plan Delhi (MPD)-2021 to provide relief to the people against sealing of their properties.

“The number of shops measuring 20 sq mt on the ground floor will be fixed according to the number of dwelling units permissible on the plot size, subject to a maximum of four,” Maken said Tuesday.

Maken, Lok Sabha member from the New Delhi constituency, said that the provisions of the MPD -2021 have already provided relief to over 95 percent people facing the sealing threat, and the government would provide more relief by effecting specific amendments in the MPD-2021.

He said the registration of shops and commercial establishments in special areas that include the walled city, Chandni Chowk, Karol Bagh, Paharganj and Sadar Bazar would be resumed for a period of 90 days without any penalty.

“The MPD-2021 will permit the use of the basement of a building for any of the professional activities, so far restricted only for existing professional activity,” Maken said in a statement here Tuesday.

“The benefit of tuition and coaching centres on maximum 500 square metres built-up area without plot size restriction will be available in the pre-1962 colonies on a minimum 9 metres wide road,” he said.

The Supreme Court on March 14 had allowed addition of a third floor and several dwelling units in buildings on legally developed residential plots.

Besides allowing four dwelling units in the buildings on plots between 50 to 250 square metres, the bench had also increased the number of dwelling units up to a maximum of 10 in buildings made on plots of 1,000 sq mt and above.
