New Delhi, Jan 8 (IANS) The thousands of migrant workers engaged in various projects in the national capital would soon be provided temporary accommodation in dormitories being constructed in north Delhi, an official associated with the project said.Delhi State Industrial and Infrastructural Development Corporation (DSIIDC) chairman-cum-managing director Chetan Sanghi said the corporation will build five-bedded and ten-bedded dormitories in Kanjhawala, in north Delhi, to provide shelter to almost 20,000 workers.

The dormitories, to be constructed at a cost of Rs.362.05 crore and spread over an area of some 33 acres, will be given on rental basis to construction firms and contractors for industrial workers, workers engaged in the construction industry, other migrant workers who cannot afford shelter at open market rates and seasonal workers, Sanghi said.

“Land for the purpose has already been allotted to DSIIDC for construction of housing for the Economically Weaker Sections (EWS). The land is likely to be handed over to DSIIDC shortly,” he said.

Adequate social infrastructure has been planned in the project which includes infrastructure for vocational training and skill development. The cost of routine maintenance will be met from recovery of rent, the DSIIDC chairman said.

It is proposed to finance the cost of construction of these transit accommodations by availing the Assured Central Assistance under the Rajiv Awas Yojna which will approximately cover 50 percent of the cost of construction (about Rs.180 crore), Sanghi said.

Approximately 25 percent of the project cost would be financed through the Labour Welfare Fund collected by the Department of Labour as labour cess (approximately Rs.90.51 crore). The Government of National Capital Territory of Delhi (GNCTD) and DSIIDC may do the gap funding by financing 12.5 percent of the project cost each (i.e. Rs.45.26 crore each), he said.
