Complete Rohini plot demarcation by Oct 30, court tells DDA
September 23rd, 2011 - 9:35 pm ICT by IANSNew Delhi, Sep 23 (IANS) The Delhi High Court Friday asked the Delhi Development Authority (DDA) to complete, by Oct 30, the demarcation of residential plots in Rohini for allotment to around 25,000 applicants who had cleared draw of lots 30 years ago.
“You (DDA) complete the work for plot demarcation by Oct 30. By that time, 21,000 plots should be demarcated,” ordered a bench of Chief Justice Dipak Misra and Justice Sanjiv Khanna.
The court also directed the DDA to file an affidavit regarding the status report on the next date of hearing, which is Nov 8.
The DDA informed the bench that the proposal to give residential plots on priority basis to those injured in the Sep 7 Delhi High Court complex bombing - who are eligible under a 1981 scheme - has been sent to Lt Governor Tejendra Khanna for consideration.
“The file is with the LG, we will receive his acceptance within one week,” it said.
After the DDA Sep 14 made its submission on plot allotment to blast victims, the bench asked the housing agency to file details of its policy on the out-of-turn allotment to blast victims.
DDA counsel Rajiv Bansal submitted that those injured seriously during the blast would be given special consideration in handing over the possession of plots.
The submission was made during the hearing of a petition filed by a plot applicant and litigant Rahul Gupta, who received minor injuries in the blast.
Gupta’s friend, Vipin Kumar Gautam, 60, a travel agent from Jhandewalan area, lost his left leg in the blast.
DDA Vice Chairman G.S. Patnaik earlier filed an affidavit before the bench, saying that the entire process up to the stage of handing over physical possession of plots to the eligible applicants would be completed by 2013.
The DDA affidavit said that all residential pockets to clear the backlog of Rohini Residential Scheme had been identified in sectors 28, 29, 30, 34, 35, 36 and 37.
Nearly 25,000 people applied for middle-income, low-income and Janata (poor) category plots of the Rohini Residential Scheme in 1981. They are yet to be handed over the plots.
